Can the path be completed?

Answer so far

No path has a fully controlled chain of authority, prerequisites, owners, stop points, and fallbacks. The model keeps those actions separate so one approval cannot silently stand in for another.

The relationship to hold onto

A path advances only when the next specific gate is controlled.

PrerequisiteThe required evidence and prior action are named.
Authorized decisionThe responsible public body acts within its authority.
Stop or fallbackFailure returns to an explicit branch rather than an assumed success.

MSBA boundary

SOI, invitation, eligibility, feasibility, grant, and funding are different stages

No earlier stage establishes a later one. The current record does not establish an invitation, project scope, reimbursement, or financing.

Authority boundary

The model does not decide

It records the sequence, evidence, and consequences. Authorized bodies determine terms, property actions, project actions, finance, and votes.
